Environmental Impact Assessment (EIA) is the most recognised and widely utilised tool for identifying and assessing the possible impacts of proposed developments on the environment. Through the compilation of Environmental Impact Reports (EIRs), the EIA process encourages informed decision-making and promotes sustainable development by integrating the three pillars of sustainability (social, economic, and environment). Filling station developments are an essential part of the growing South African economy, which accounts for close to 40% of the country’s retail fuel demand, and hosts more than 1,700 filling stations. Despite their economic significance, filling stations are associated with potential environmental impacts, particularly water and soil contamination. These impacts can lead to increased healthcare costs, and extensive socio-economic consequences. Therefore, the EIA process is essential to ensure that such impacts are identified and mitigated. Hence, the quality of EIRs conducted for filling station developments is critical for ensuring sustainable development. This study aimed to review the quality of EIA reports conducted for filling stations in the Gauteng Province. A qualitative research approach was followed, applying a modified Lee and Colley review package and document analysis to a sample of 30 EIA reports. Review Area 1 (Description of the development) achieved the highest performance (100%), followed by Review Area 4 (Communication of results) (97%), while Review Area 3 (Alternatives and mitigation of impacts) was the weakest performing area. The overall findings on the quality of the reports were that 97% were satisfactory (A-C), while 3% were deemed unsatisfactory (D-F).
